Cons

−The prophecy is one of six at random — on Luminous Goblet boards, the 1R prophecy confirms it only about 6% of the time, and 15% even counting 1R, 3R and 5R.
−Most boards end up using the 9-slot average anyway — the cost is the same as the all-character run, and the prophecy is extra upside.
−The Luminous Goblet itself is rare — about 0.3% of Pearl Hall boards.

If prophecy 6 (top-rarity value) is 16.8M, or prophecy 3 (3 collectibles) includes the Luminous Goblet, the Luminous Goblet is confirmed without the 9-slot average — save the 70k restock and go all-in in 1R (deciding the board early with one big bid). If prophecy 6 is another jackpot's value, switch your all-in to that jackpot.

If prophecy 2 (top-rarity silhouette) is a red 3×3, the candidates narrow to four — a 9-slot average above 260k means the Luminous Goblet.
