You bring one tool set per match, and each item can be used once, one item per round. You can use it after that round's Auctioneer and character information is revealed and before you place your bid.
Bringing a set is free; only the items you actually use are deducted at settlement. The amount next to a set's name is the maximum cost if you use every item. Average-price items show integers with the decimals dropped.
